Founded in March 2010 and covering an area of 33.04 square kilometers,  Xi’an Louguan Taoist Cultural Scenic Spot is the important enclave “plate” established by Qujiang New District to implement the Xi’an municipal Party's decision on learning and practicing Xi Jinping’s ecological civilization and accelerating the establishment of a national demonstration zone for ecological civilization construction. It is an important part of Xi’an tourist industry with the output value of a trillion yuan. The purpose of setting up this scenic spot is to build a world-class Taoist culture tourism destination relying on the traditional Taoist cultural resources and natural landscape advantages in Taoist culture area.

Xi’an Louguan Taoist cultural scenic spot was rated as a national 4A tourist attraction in 2012. Related tourist attractions also include Zhao Gongming Cultural Scenic Spot, Zhongnan Mountain Ancient Louguan Historical and Cultural Scenic Spot, Yanshengguan Scenic Spot, Huanvquan Scenic Spot, Qujiang Agricultural Expo Park etc. It is one of the few tourism destination integrating history, culture and ecological resources in China and even in the world.
